Small businesses seeking between ₦1 million and ₦3 million under Katsina State’s MSME financing programme will have to pass a detailed documentation and credit review before receiving the funds.

The Katsina State Enterprise Development Agency, KASEDA, and Katsina Amana Microfinance Bank have released a checklist that requires applicants to provide formal business records, tax documents, credit history, identity information, a viable loan proposal and guarantor documents.

The requirements show that the current financing programme is not being treated as an informal government cash distribution.

Businesses have to demonstrate that they are properly registered and capable of repaying the facility.

Loan Range Is ₦1 Million to ₦3 Million

The current checklist covers financing of:

₦1 million to ₦3 million

The facility falls under KASEDA’s MSME Managed Fund Programme.

Katsina State has used the MSME Managed Fund as one of its main channels for providing finance to local businesses.

The state government reported in June that hundreds of businesses had already received interest free financing under the fund through financial institutions including Sterling Bank and the Bank of Industry.

The current processing arrangement brings Katsina Amana Microfinance Bank into the programme.

Why the New Checklist Matters

The document list shows four areas KASEDA and the bank are checking before disbursement:

Business identity

The applicant has to prove that the business exists and is properly registered.

Tax compliance

Businesses must provide tax payment evidence and a TIN certificate.

Credit history

Applicants must provide a Credit Bureau report showing no outstanding loans with financial institutions or public programmes.

Repayment capacity

A viable business plan or loan proposal must show how the business will use and repay the financing.

These are basic lending controls designed to distinguish a business loan from a grant.

Businesses Must Be Properly Registered

The checklist requires:

  • CAC certificate
  • CAC status report
  • KASEDA certificate

The requirement means businesses being processed under the programme must have identifiable formal records.

KASEDA currently operates a business registration and records platform for enterprises in Katsina State. Its website says businesses should keep their profiles updated to access finance, training and other support programmes.

Tax Compliance Is Also Required

Applicants must present:

  • Evidence of tax payment
  • TIN certificate

This adds tax compliance to the eligibility documentation.

The information should match the applicant’s business records.

Existing Debt Can Affect the Application

One of the strongest conditions in the checklist is the requirement for a Credit Bureau report.

The report should show that the applicant has no outstanding loan with:

  • A financial institution
  • A government or public loan programme

This means the programme is checking applicants against existing borrowing records before releasing more public backed credit.

A business with an unresolved loan should not treat the new KASEDA facility as a way to bypass an earlier obligation.

Applicants Must Show How They Will Repay

The checklist also requires a viable business plan or loan proposal.

The proposal must demonstrate repayment capacity.

A useful loan proposal should contain:

  • Business activity
  • Current revenue
  • Amount requested
  • Purpose of the loan
  • Cost of what will be financed
  • Expected income after investment
  • Repayment plan

This is different from writing a general business profile.

The lender needs to understand the source of repayment.

Integrity Screening Is Part of the Process

Applicants must provide an Integrity Check form from the Katsina State Public Complaints and Anti-Corruption Commission.

This adds another verification stage to the loan process.

The applicant’s identity, business records and information submitted during the loan process should therefore be accurate and consistent.

Food and Beverage Businesses Face an Extra Requirement

Businesses producing food and beverage products must provide NAFDAC approval.

This requirement does not apply to every sector.

It is relevant to businesses operating in activities that require NAFDAC regulation.

Guarantors Also Face Documentation Checks

The loan does not rely only on the applicant’s documents.

Guarantors must provide:

  1. Notarized statement of net worth
  2. BVN data page
  3. Plastic NIN card
  4. Passport photographs
  5. CV

A notarized statement of net worth provides information on the guarantor’s assets and financial standing.

This gives the lender additional information when assessing the guarantee behind the loan.

Other Documents Required From the Business Owner

The applicant must also submit:

  • CV
  • Plastic NIN card
  • Formal application letter on company letterhead
  • Four passport photographs
  • BVN data page
  • Invoice documentation

The invoice requirement connects the financing request to actual business expenditure.

For example, a business seeking money for equipment should be able to present documentation showing the equipment and its cost.

359 Businesses Were Selected in the Fourth Batch

KASEDA recently announced 359 beneficiaries in the fourth batch of its 2026 interest free MSME loan programme.

Successful businesses were told to proceed to Katsina Amana Microfinance Bank at Katsina Investment House for documentation and disbursement.

KASEDA also said businesses not included in the fourth batch would be considered during the fifth batch.

The batch system shows that applications already in the KASEDA pipeline are being processed in stages.

Amana Microfinance Bank Is Handling Current Processing

KASEDA has clarified that approved beneficiaries under the current arrangement should proceed to Katsina Amana Microfinance Bank, not the Bank of Industry.

The location given for documentation is:

Katsina Amana Microfinance Bank
Katsina Investment House

The bank is responsible for the documentation and disbursement stage for the current beneficiaries.

Application Portal

KASEDA online business registration portal at: https://reg.kaseda.ng/

KASEDA  business records platform is: https://kaseda.org.ng/

What the Requirements Tell Business Owners

The current KASEDA loan requirements make three things clear.

First, businesses need proper records.

Second, government supported credit is still credit. Applicants have to demonstrate repayment capacity and disclose existing obligations.

Third, approval is not the end of the process. Selected beneficiaries still have to complete documentation with the financing institution before disbursement.

Businesses already listed by KASEDA should prepare the full document set before visiting Katsina Amana Microfinance Bank.

Those awaiting subsequent batches should keep their CAC, KASEDA, tax, identity and credit information in order so they are ready if selected.
