FG Launches $1bn Renewed Hope Social Protection Programme for 7.6 Million Households

The Federal Government has launched the $1 billion Renewed Hope Social Protection Programme, a major initiative designed to support vulnerable Nigerians and help households move from temporary assistance towards economic empowerment and self-reliance.

The programme was officially unveiled on Wednesday, August 26, 2026, at the Presidential Banquet Hall in Abuja by First Lady Oluremi Tinubu.

The initiative includes the Household Prosperity and Empowerment Social Protection Project (HOPE-SP), which is designed to improve how the government identifies, supports and tracks vulnerable households across Nigeria.

What Is the Renewed Hope Social Protection Programme?

The Renewed Hope Social Protection Programme is part of the Federal Government’s wider effort to strengthen social protection, reduce poverty and provide more targeted support to poor and vulnerable households.

The programme is built around the idea of moving beneficiaries beyond short-term relief and towards economic recovery, empowerment and self-reliance.

According to the Federal Government, the new framework will improve coordination between humanitarian assistance, social protection and poverty-reduction programmes.

7.6 Million Vulnerable Households Targeted

One of the major components of the initiative is the HOPE-SP Emergency Shock-Responsive Cash Transfer Programme.

The programme is targeting approximately 7.6 million vulnerable households across Nigeria.

Eligible households are expected to receive a one-off digital cash transfer of ₦40,000 to provide immediate assistance during periods of economic or other shocks.

However, Nigerians should note that this does not mean everyone can simply register online and receive ₦40,000.

The government says beneficiaries will be selected from the National Social Register and validated using their National Identification Numbers (NINs).

What Does HOPE-SP Provide?

The programme takes a broader approach than cash transfers alone.

Its objectives include:

  • Providing emergency financial support to vulnerable households.
  • Strengthening the identification of poor and vulnerable Nigerians.
  • Supporting households as they recover from economic shocks.
  • Connecting vulnerable people to livelihood and economic opportunities.
  • Helping beneficiaries move towards sustainable self-reliance.
  • Improving coordination of social protection programmes.
  • Tracking the progress of households after receiving government support.

The Federal Government says the approach is intended to shift social protection from temporary relief towards longer-term economic participation.

Who Will Benefit?

The programme is focused on poor and vulnerable households across Nigeria.

The government plans to use existing social-protection systems, particularly the National Social Register, to identify potential beneficiaries.

NIN validation will also be used as part of the process to improve transparency and ensure that assistance reaches genuine beneficiaries.

This means Nigerians should be cautious about websites or individuals claiming that everyone can immediately apply for the ₦40,000 payment.

What Is the One Humanitarian-One Poverty Response System?

Another major component unveiled alongside HOPE-SP is the One Humanitarian-One Poverty Response System (OHOPRS).

The system is intended to create a more coordinated national framework for humanitarian response, social protection, poverty reduction and economic inclusion.

The government says it will help reduce duplication between interventions and improve the tracking of vulnerable households as they move from vulnerability towards greater economic stability.

Is There an Online Application Portal?

At the time of the programme’s official launch, the Federal Government had not announced a general public application portal for the ₦40,000 payment.

Potential beneficiaries are expected to be identified through the government’s existing social-protection systems, particularly the National Social Register.

Therefore, Nigerians should not pay anyone to register them or submit their bank details and NIN to unofficial websites claiming to be the Renewed Hope Social Protection application portal.

NIN Registration and Verification

The Federal Government is also working with the National Identity Management Commission (NIMC) to improve NIN registration and verification for the programme.

This is intended to make it easier to verify potential beneficiaries and strengthen the integrity of the social-protection system.

More Than Cash Transfers

The Renewed Hope Social Protection Programme is broader than the ₦40,000 emergency payment.

The Federal Government wants the programme to create a pathway through which vulnerable households can access support that helps them become more economically independent.

This includes stronger links between social protection, livelihood opportunities, poverty reduction and economic empowerment.

The Minister of Humanitarian Affairs and Poverty Reduction, Bernard Doro, said the government wants to deliberately track poverty and monitor how households progress towards economic self-reliance.

Important Warning for Nigerians

There are likely to be fake social-media posts and websites claiming to offer registration for the Renewed Hope Social Protection Programme.

Do not pay anyone who promises to add your name to the beneficiary list.

Also, do not submit your NIN, bank details, passwords, PINs or verification codes to unofficial websites.

Wait for official instructions from the Federal Government and the relevant social-protection authorities before providing personal information.

The $1 billion Renewed Hope Social Protection Programme has now been officially launched and is targeting about 7.6 million vulnerable households across Nigeria.

The HOPE-SP component includes a proposed ₦40,000 one-off digital shock-response transfer for eligible households, but beneficiaries will be identified through the National Social Register and subjected to NIN validation.

For now, Nigerians should not assume that there is an open online application for the ₦40,000 payment.

As further details on beneficiary selection, verification and implementation are released, applicants should rely on official government channels for updates.
