NELFUND Loan Fraud Scandal: How Nigerian Students Are Being Burdened With Debts They Never Owed

The Nigerian Education Loan Fund (NELFUND) was introduced as a major intervention to help students access higher education without the burden of immediate tuition payments. The initiative, backed by the Federal Government, was designed to provide interest-free loans covering tuition fees, institutional charges, and monthly upkeep allowances for eligible students across Nigeria.

For many families struggling with rising education costs, the scheme represented hope and a pathway to uninterrupted learning.

However, recent revelations have raised serious concerns about the administration of the programme. Investigations by government agencies and lawmakers suggest that some tertiary institutions may have manipulated the loan system, resulting in students being charged for amounts far above their actual school fees.

The controversy has sparked nationwide debate about transparency, accountability, and the future sustainability of the student loan programme.

Allegations of Fee Inflation by Institutions

One of the major issues uncovered involves the alleged inflation of institutional fees uploaded to the NELFUND portal.

Reports indicate that some universities and tertiary institutions submitted fee figures that exceeded their officially approved charges. As a result, larger sums were reportedly disbursed on behalf of students than what was genuinely required.

Several institutions have been mentioned in reports of discrepancies between approved fees and amounts reflected on student loan records.

Education stakeholders warn that this practice could have long-term consequences because student loans must eventually be repaid. Any amount added beyond legitimate tuition and institutional charges automatically becomes part of the student’s repayment obligation after graduation.

For beneficiaries, this means they could end up repaying debts they never directly benefited from.

Why the Alleged Fraud Is a Serious Concern

Unlike grants or scholarships, NELFUND operates as a loan programme.

Although the loans are interest-free, beneficiaries remain responsible for repaying the principal amount after graduation and employment.

This makes any alleged inflation of fees particularly troubling.

If a student’s approved tuition is ₦120,000 but ₦150,000 is processed through the loan system, the additional ₦30,000 becomes part of the student’s debt profile.

Education analysts argue that such practices could undermine the purpose of the programme by placing graduates under unnecessary financial pressure years after leaving school.

The situation has also raised fears that students may unknowingly carry repayment obligations linked to administrative irregularities beyond their control.

Students Allegedly Left Uninformed About Loan Payments

Another concern involves claims that some institutions received NELFUND payments but failed to properly notify affected students.

According to findings from various investigations, certain students allegedly remained unaware that their tuition fees had already been paid through the loan scheme.

This lack of communication reportedly resulted in some students making separate payments from personal funds, effectively paying twice for the same charges.

In situations where students later discovered that NELFUND had already settled their fees, obtaining refunds reportedly became difficult.

Observers say the absence of timely communication creates confusion and increases the risk of financial exploitation.

Delays and Challenges in Obtaining Refunds

Many students reportedly paid their tuition fees before their NELFUND applications were processed and approved.

When loan disbursements eventually reached their institutions, beneficiaries expected prompt refunds of the fees they had already paid.

However, complaints from students suggest that refund processes have been slow or non-existent in some cases.

This means affected students could still have loan balances attached to their names despite using personal funds to settle their school fees.

Lawmakers have previously called on institutions to refund students whose fees were later covered by NELFUND, but concerns remain about compliance.

Concerns Over Ghost Beneficiaries

Investigators have also expressed concerns about the possibility of loans being processed for ineligible individuals.

Allegations include payments linked to students who had already graduated or records associated with non-existent beneficiaries.

If proven, such practices would not only divert public resources but could also threaten the long-term viability of the student loan programme.

Education experts note that accurate student verification is essential to maintaining trust in the scheme and ensuring funds reach those who genuinely need assistance.

Fake NELFUND Portals and Online Scams

Beyond institutional irregularities, cybercriminals have reportedly targeted students through fake NELFUND websites and fraudulent online registration platforms.

Scammers often circulate messages claiming that new application windows have opened or that beneficiaries must update their details to avoid disqualification.

Unsuspecting students who provide personal information on these fake platforms risk identity theft and financial fraud.

Students are therefore advised to verify information through official government channels and avoid sharing sensitive details on unverified websites.

Growing Calls for Transparency

The allegations surrounding NELFUND have prompted reactions from students, education stakeholders, and anti-corruption agencies.

Many stakeholders believe stronger monitoring systems are needed to prevent abuse and ensure that every naira disbursed reaches its intended purpose.

There are also calls for institutions to provide clearer financial records and real-time updates to beneficiaries regarding payments made on their behalf.

Transparency advocates argue that students should be able to track exactly how much was paid to their institutions and how those amounts were calculated.

Government Response

Federal authorities have acknowledged the seriousness of the allegations and promised investigations into reported irregularities.

Relevant agencies have reportedly begun reviewing disbursement records and engaging institutions linked to the controversy.

Education officials have stressed that any attempt to exploit student loan funds undermines the objective of expanding access to higher education and reducing financial barriers for Nigerian students.

The government has also indicated that institutions found culpable could face sanctions following the outcome of ongoing investigations.

What Needs to Change

To restore confidence in the NELFUND programme, experts recommend several reforms:

  • Stronger verification systems for institutional fee submissions.

  • Real-time notification of students whenever payments are made on their behalf.

  • Faster processing of refunds for students who paid before loan disbursement.

  • Regular audits of all disbursement records.

  • Greater transparency in loan calculations and repayment schedules.

  • Tough penalties for institutions or individuals found guilty of manipulating the scheme.

Conclusion

The NELFUND student loan programme remains one of Nigeria’s most ambitious efforts to improve access to tertiary education. For thousands of students, it offers an opportunity to pursue academic goals without immediate financial hardship.

However, allegations of fee inflation, poor communication, delayed refunds, and other irregularities threaten to erode public trust in the initiative.

As investigations continue, students, parents, and education stakeholders will be watching closely to ensure that accountability prevails and that beneficiaries are not forced to repay debts arising from actions they neither authorised nor benefited from.

The success of the NELFUND scheme ultimately depends on transparency, integrity, and effective oversight—principles that must be upheld if the programme is to fulfil its promise of supporting Nigeria’s next generation of graduates.
